1. Introduction

The Flint & Genesee Economic Alliance is seeking proposals from qualified consulting firms to conduct a comprehensive study of large-scale semiconductor projects across the United States. The study aims to assess the economic, housing, infrastructure, and social impacts of these developments, drawing insights that will inform future large investment projects. The selected consultant will be expected to perform data collection, comparative analysis, and stakeholder engagement for the study. Proposals should not exceed $90,000.00.

2. Background

The semiconductor industry is undergoing significant expansion in various regions of the U.S., with major investments shaping local economies and communities. This study will focus on three key semiconductor projects:

  • Phoenix, Arizona: TSMC’s $65 billion investment in three fabrication plants, creating approximately 6,000 high-tech jobs. The first fab is expected to begin production in 2025, with advanced 2-nanometer technology by the end of the decade.
  • New Albany, Ohio: Intel’s $28 billion investment in the “Ohio One” project, featuring two fabrication plants on a 1,000-acre site. The project is expected to create 3,000 permanent jobs, 7,000 construction jobs, and a $100 million workforce education fund.
  • Clay, New York: Micron Technology’s planned investment of up to $100 billion over the next 20+ years in a megafab, potentially generating 75,000 domestic jobs and enhancing semiconductor manufacturing capabilities in the region.

3. Scope of Work

The selected consultant will be responsible for the following tasks:

  • Data Collection
    • Gather relevant information on economic, housing, infrastructure, workforce, supply chain, and social impacts.
    • Engage with local communities, officials, and business leaders to understand the broader effects of these developments.
    • Utilize community input to provide insights on public perception and lived experiences related to the projects.
  • Comparative Analysis
    • Identify commonalities and differences among the studied regions in terms of economic impact, infrastructure demands, workforce demands, local supply chain needs, and social integration.
    • Highlight unique challenges faced by specific locations and broader lessons applicable to future large investment projects.
  • Stakeholder Engagement
    • Coordinate with key stakeholders, including government agencies, industry representatives, and local communities.
    • Present preliminary findings to our team for review and incorporate feedback into the final report.
  • Site Visits & Travel
    • Consultants must include funding for any intended travel in their proposal.
    • The Flint & Genesee Economic Alliance team may also participate in these site visits to meet with recommended individuals and companies. The Flint & Genesee Economic Alliance will be responsible for those expenses.

4. Deliverables

  • A detailed project plan, including methodology, timeline, and key milestones.
  • A mid-project progress report summarizing initial findings and insights.
  • A comprehensive final report including quantitative and qualitative analysis, case study comparisons, and strategic recommendations.
  • Presentation of findings to The Flint & Genesee Economic Alliance and relevant stakeholders.

5. Proposal Requirements

Proposals should include the following:

  • Company Profile: Overview of the consulting firm, including relevant experience in economic impact studies, semiconductor industry analysis, or similar large-scale projects.
  • Project Team: Qualifications and roles of key personnel assigned to this study.
  • Methodology: Detailed approach to data collection, analysis, and stakeholder engagement.
  • Budget & Travel Plan: Itemized budget, including consultant fees, travel costs, and any additional expenses.
  • Project Timeline: Estimated timeline for project completion, including key milestones.
  • References: Contact information for at least three clients with similar project experience.

6. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Relevant experience and expertise in similar studies
  • Proposed methodology and approach
  • Team qualifications
  • Cost-effectiveness and budget justification
  • Ability to meet timeline and deliverables
